Insulation Around Double Glazing in Cavity Wall but not Creating Thermal Bridge

So I decided to redecorate and plaster came off with wallpaper around windows. And there is absolutely nothing there, just cavity.
Windows are fitted to outer skin, then gap, then inner skin. Thin layer of cement based plaster was somehow holding to both sides and wallpaper.
I have no experience with older buildings or walls designed without insulation so I'm not really sure how to proceed.
Should I just squirt some expanding foam all way around and cover it with plasterboard? Leaving it uninsulated seems to be a massive thermal bridge, condensation point etc.
