insulation - bedroom above integral garage

insulation - bedroom above integral garage

our bedroom is above integral garage. Whilst the garage is insulated (layer of fibreglass between garage roof and plasterboard), our bedroom is very cold. Should we look to improve garage insulation and/or put layer of insulation under the carpet underlay?
