Insulation over boarded loft

Most of my loft is boarded over so we can use the area for storage. I know there is insulation underneath the boards but probably not to the new height requirement. When I contacted these firms offering to do the insulation with the grant they have all said that I need to lift the boards prior to them coming to put down the new insulation. Then I would have to put the boards back down myself afterwards. Unfortunately I am unable to do this myself and cannot afford to pay a firm to come in to do this work. I have priced insulation packs myself and they seem quite reasonable. Would there be any benefit if I purchased a few packs myself and lied them over the existing boards? So I would have the right thickness on insulation but with the boards in between the two layers.

Any advice would we grateful
