Is my Landlord Suggesting the Wrong Course of Action to Fix Damp and Mould

Hello
I have had black mould in my bedroom since I moved in 4 years ago. They repaint it and I ventilated the room and have dehumidifier but the mould just comes back. The air is 70% humidity and the flat smells of mould .
He is now suggesting covering up the mould with an inner barrier wall. I feel strongly this would be a bad move unless the affected area is perhaps injected and treated first
Can anyone see from the pics what type of damp they think it might be?
I think penetrating. It's on an outside wall. It's wet to the touch. There is a vent right next to it which goes outside but this doesn't stop the mould
Any advice appreciated. I don't have lots of money to spend on a damp survey but if I can get some idea that would.be great.
