Is screed on slab compulsory

Hi
Having to connect Soil pipes to existing clay I am restricted as to the height adjustment on a house extension, a meter or two would reach the height of the Insulation, a brickie friend has adviced me to forget the screed and float/trowel finish with 125mm concrete, would the BI allow this or would no harm in part of pipe within the Insulation? help please

screed is not complusory, the screed is to level the floor to existing floor,as the concrete slab is not usually laid accuratly.
The B.I has to inspect the floor before the slab is laid anyway, to check the insulation,harcore compaction,and visqueen is laid correctly.So you can ask him before the pour.
