Jammed Double Glazing Fanlight Windows in Dinning Room

Hi I need help please my 2 d/g fanlight windows in the dinning room have become jammed can anyone advise me how I might free them. When I operate the opening handle both windows appear to release on left side (looking at them from inside) but the right side has no give whatsoever. I have attached a very rough sketch of the locking mechanism involved if this helps. Sorry cannot upload the sketch am told it is to big. Basically it involves a couple of plastic brackets screwed on the frame which allow fully closed or trickle flow where two metal rods slot into when the handle is operated and two plastic brackets each end of the frame where two bolts engage into when the handle is operated hope this explanation makes sense. With this hot weather I need to get them open sooner than later. Thanks
