Laid Concrete floor

Whilst reading up on the process of laying a concrete, I have learned and noticed that the most common way is to lay the insulation board on top of the DPM. Does it make a difference if the insulation is laid under the DPM? I ask this question as a builder as done the latter in my case. Could there be problems later down the line.
