Land drain found crossing foundations.

Whilst underpinning found an old clay oval land drain with water running from neighbours. Do I fix or seal up?

My understanding is that anything running through your property is your responsibility, but no matter what, I'd repair the drain, especially if water is still flowing through it. Had a friend whose back wall of their victorian terrace began to crack and sink purely due to the neighbours breaking a drain. Became very costly for all.
