laying over sheet vinyl

I am planning to put laminate flooring (or other appropriate engineered wood) flooring in a bedroom that is on the concrete slab level of the home. From what I've read it's imperative to put down some form of moisture barrier. The room currently has sheet vinyl glued to the slab. There is one small area of the room that has a low spot (@ 1' x 2'). My two questions are:
1) Can or do I have to fill the low spot with some form of leveling material?
2) Can I lay the flooring over the sheet vinyl?

hi,
Yes you will need to level the floor. 2-3mm is as much difference in the floor as you really want.
yes you can lay over vinyl..
