Lead Soakers to Dormers and Leaking Windows

Hi all,

Quick question.

I own a share of a freehold on a small block of maisonettes and for a while now the front elevation preformed dormer Windows have leaked. We've made numerous patch repairs, reprinted failed mortar etc, all to no avail.

I've now instructed a new contractor who has carried out some similar work for a friend, and he has come back after carrying out a full survey to state that to solve the leak, all that's needed is to:

-strip back tiles and roof covering around dormers
-install lead soakers
-reinstate roof covering.

He seemed pretty sure and couldn't understand why my previous roofer hadn't recommended this?

My concerns here are:

1) don't these preformed dormers already have built in flashings and an additional lead soaker simply cannot be fitted?
2) if they are to be fitted, how exactly do you fit lead soakers to GRP dormer cheeks?
3) don't the lead soakers go under the flashing anyway?
4) I don't know the manufacturer of the dormers but how EXACTLY are these installed weather tight?
