Leaking soil pipe

I yesterday fitted a new toilet. I had to cut back the soil pipe a few inches to get the toilet as near to the wall as possible.. Everything was ok until i thought about the other end of the soil pipe. I went outside and had my wife flush the loo..I have a slight drip/leak on the 90 deg bend. I cannott have slid the pipe all the way back in or have disturbed the rubber seal in the 90 deg bend..

Looking closeley at the elbow it has lots of gauze type stuff wrapped around it and it has had that on for about 15 years since the original toilet was put in (used to be my mother in laws house). It also has a green colour on the bottom of the elbow does this mean it has always had a bit of a leak ?

Anyways i am thinking of removing and replacing all the ouside plastic pipe.

What do u think or suggest
