loft conversions and building regs

so... what exactly can i do with our loft that doesnt involve building regs?

or... what can i do with our loft that doesn't involve having any major structural work, such as having RSJs installed?

what can i do? ideally, i want the loft space to be a clean space that we can use as a home cinema room - boarded walls and floor with carpet and a sofa.

we live in a standard 3 bed semi.

what can you do that doesn't need buidling regs - nothing and just stick your suitcases and christmass decorations up there!!!
