Moving a Front Door

I currently have a front door set back in a recess (can't explain it any better but a common layout) and plan to move it forward flush with the outside wall making the hallway longer in the process.

It's only a door, no side panels/windows and I'll need to raise (and insulate) the floor out to the new door. As this is not moving 'out' of the building will it need building regs?
