New Radiator

Hi
I need to fit a new radiator to an existing system which should be straightforward. However I have 3 questions.
1. The flow is 22mm and the return 15mm at the point most convenient to tee into - about 4 meters from the combi boiler. Can I come off both with 15mm pipe?
2. When complete do I need to flush the complete system or would a single radiator not create sufficient gunge to make that necessary.
3. Not really a question. Any advice about adding the inhibitor please.
