Is there any water in it?

Are both the valves open?

Are the pipes hot but not the rad?

Please turn off Caps Lock - it looks like you are shouting. Thanks.

Cheers

Check both valves on the radiator are open, and run central heating. Turn off all downstairs radiators and see if the pump will push the heat through. The system could just need balancing (turning other radiators down abit to get the water to circulate round the whole system).

If this doesn't work, then it could be an airlock, blockage in pipework or radiator valve.
