Over pumping into header tank

Can anyone help? Whenever my boiler is on I am getting hot water constantly running out of the vent pipe into the expansion tank for the central heating system.

Can I block the pipe without risk of blowing the system? If not can anyone suggest a method of stopping this happening?

The expansion tank is only mounted 1.5m above the pump nad motorized valves.

DO NOT: blank or fit any valves to the vent pipe.
