paint cracking

i painted my walls in silk emulsion and had lots of patchs on the wall so changed mind and repained in matt but the paint has cracked like a mosaic i has actually took a week to do this i also have another poblem in my hallway i painted silk and in living room painted matt i noticed tat the walls in the hallway had like a white discolour to them so wiped with clean wet cloth water only on cloth but while wiping the wall it actualy started going soapy please any ideas
