paint flaking off exterior wall

I have a property which has some minor damp issues in one particular wall,where externally the masonary wall paint has peeled off in a certain area.

Is there any kind of external equivalent of anti- damp paint,so that I may seal it prioir to re painting it?

I would treat the area with fungicide, use a stabiliser and then make good with a masonry paint.
