patio tiles laid butt

We laid our patio last september butt style with no pointing, this spring I noticed that tiles feels like they are laid on uneven suface, rocking slightly. I saw more of this locally, so why is this and is there a cure?

The base was not adequately prepared and ground heave this winter will have shifted the slabs. Relaying is the only solution.
