planning permission for 3rd bedroom

I am in the process of buying what has been advertised as a 3 bed semi, survey reveals that it was originally a 2 bed semi ? It appears that a small 3rd bedroom (referred to as a nursery in the sale partiulars) was created at some point from the main bedroom, the partition is not brick built, bu there is a window in the room ? would they have needed planning permission to do this ?

I am awaiting orignal plans from B'ham City council (if they have them in their archive) but it's taking ages forthem to respond but i just wanted to check if planning permission would have been necessary for them to do this ?

bit of a grey area, But normally any alteration to your property has to be approved by building control, planning consent is only needed if your changing the footprint of your house or a change of habitation for example garage or loft conversion
