plastering over painted walls

What mix of pva to water should I use before skimming a wall.I have been using 50/50 but when I skimmed over a wall with gloss paint on (from years ago) I found the plaster wouldn't fix to the wall and peeled off in a few small places.
Could this be the pva mix or would you recommend sanding the painted wall first before pva.
I have seen sanding tools in specialist plasterers suppliers shops is this what they are for?
Please help!

Don,t plaster over gloss at all. See our paint stripping project to remove the gloss paint. 50/50 is fine for sealing plaster. To plaster over paint its better to put it on undiluted and then plaster when its tacky.
