Fire Barriers in Flat and Cigarette Smoke Smell

Hi All , my sister has just bought a flat through shared ownership scheme and can smell cigarette smoke predominantly in the kitchen with the windows shut and the previous tennants say they did not smoke, it appears to be coming through the service riser. Has anyone come across this issue before?.The relevant Housing Association are not at all interested when she tries to contact them. Will post a couple pictures from the riser but not sure if there is a fire barrier or not. Any help will be greatly appreciated .

What kind of fire alarm did you install?
