hi im looking for advice.

i need to install 3 sockets and 2 lights in my double garage. I only have a 15A spare rewireable cartridge fuse in the main distribution unit inside the house. Is it okay to run off that with 4mm2 3core swa cable to a 16A 30mA RCD in the garage then install the sockets and lights off the RCD?

Possibly but there is a lot more to designing a circuit than we can describe here. I would follow the links under protects to Part P on page 23 it shows samples of the forms that need completing. Once you see the forms I think you will see at least some of the problems in designing of a new circuit.
