Hi DEL,
A Primer is normally a paint product that allows finishing paint to adhere better than if it were used without a primer. Primers are specially designed to adhere to surfaces and to form a binding layer that is better prepared to receive the paint. But other applications are used as primers too, like PVA to help adhere plaster and tile adhesive. Hope I explained it well KB
