propane gas regulator

Hi, I'm firing a pottery kiln with propane, and have had problems with the regulator which fits on to the gas tank. It is a Nova Comet APZ 120R this has a tap with a locking nut to set the pressure and a dial with a needle to read it. Recommended pressure between 3 and 5 psi. The problem is that the pressure shown on the dial creeps upwards, even when the outlet valve from the tank is turned off. I returned a gas tank to Flogas because I thought it must be leaking, and returned the regulator to the supplier, and it has come back exactly the same. Has anyone else had similar problems, can you suggest another make of regulator?
