Radiator Came off Plasterboard Wall

Hi, need help. My upstairs radiator came off my wall (my landlords wall actually). I had the idea of re-screwing the redidrive plugs back into the wall a couple of cm above the original holes, but the pipes on the radiator arent long enough to allow the radiator the extra height needed to go on brackets.

Would spring toggles (butterfly fixings) do the job if I put them into original holes?
