Radiator needs refilling

Hi there
Earlier this year I had some work done on my room and the radiator was removed and then replaced. I have just switched my heating on everyrhing is fine except this radiator is totally cold. I'm guessing when it was put back on, they did not fill the radiator up, but I have no experience of this kind of thing so I don't know what to do.

Open radiator valves and vent when heating is off.

You may have to re-pressurise system
