Radiator not Heating up Even With Bleeding With all Others Working Fine

So in the bedroom is a radiator which isn’t heating up at all. All other radiators are working. The pipe on left is hot but radiator and pipe on right is stone cold. It’s been bled and was fine. I have tried turning the TRV off and back on and it did nothing.

The TRV is very old and is one of the ones which is horizontal to the right of the pipe coming up, not a modern one which is vertical above the pipe. I can’t see a collar on the valve to undo and check if it’s the TRV at fault.

I’m wondering if with these old TRV’s, you can’t remove the top part to check if it’s failty without needing to turn water stop cock off, drain road and take valve off?

If the answer to that question means I have to remove valve and replace it, as it’s probably faulty, could anybody assist with quick step by step guide of how to replace the valve from start to finish? Thanks in advance.
