RADIATOR NOT WARM ALL OVER

HI GOT A STRANGE ONE HERE I DISCONNECTED RADIATOR FLUSHED IT OUT. RE CONNECTED .
TURNED VALVES TO OPEN.
HOT WATER FLOWED THRU RADIATOR;BOTHVALVES HOT RESULT TOP COLD BOTTOM HOT
BLED RADIATOR BOTTOM COOL TOP NOW WARM

the valves open enough?

is it a pressurised system?

if open vented (small tank in loft) the cold feed to the system could be blocked and it's struggling to circulate through lack of water
