RCD

I have just wired up a new gararge wit 3 fluoresent lights and one halogen. They have there own mcb not on the rcd of ther house. Whenever i turn on the 3 fluorscents the rcd trips. It is a 30ma RCD with the house sockets on it. Why does it trip if the garage mcb is not down stream from the rcd. Does it matter if your wire into the top or bottom of a RCD.
