Re-inforcing Joists for Storage Space in the Loft

Hello,

My friend has just moved into his new house and wants to convert his attic into a storage space/playroom. The joists are 3x2 spaced at 350mm and span 24ft so I'm sure he'll have to strengthen/enforce them. Would it be simply a case of sistering the joists by bolting another to the side of each of them?

any conversion will need planning permission, if it was just used for storage then yes you would lay new heavier joists like 6x2 next to the original joists
