ready mixed concrete on plastic tiles

Can anyone help!! i have extended my hallway into my porch and i want to tile it. the porch floor is not at the same level as the hall and has plastic tiles on the floor i was going to take up the plastic tiles in the porch but they are stuck down with some sort of tar stuff. can i lay ready mixed concrete straight on the tiles? if not how do i remove the tar?
