Relaying floorboards

Hi... I come as pretty much a novice to all this, and have looked through the pages for previous posts that might have helped out, but I'm still left wondering.

I have a really nice set of floorboards in a room that I am redecorating. I want to keep the boards, but have a problem in that there is almost nothing between this floor and the flat below (belonging to another person), spilled water, light, noise - it all comes through.

Could anybody recommend a good method for solving these problems... should I relay on top of chipboard or something, or should I pack the spaces between the joists (which seem to be in good shape) with a recommended insulating material.... or both?
