Relplace Element in Electric-Only Towel Rail All aspects of plumbing questions and answers, help, tips and information

Please advise: our electric-only towel rail has stopped working. Lights still on, so I have concluded the element needs to be replaced. I know these towel rails are filled with water and an additive, so should I flush the towel rail and replace the additive/water when I replace the element, or just replace the element without doing anything else?
