removing pipes in kitchen

:idea: I am having a new kitchen fitted with wall cabinets with glass shelves. There are 4 pipes running down the back of 1 cabinet and my fitter has advised that 2 are dead. He has advised me that as the cabinets have glass shelves he can not cut these to go around the pipes. He says he will have to sink them into the wall and plaster over the top. I am concerned about this for 2 reasons - 1) He has told me that this will cost extra but wouldn't say how much and 2) if I ever need to get to the pipes how will I do this. He advises me that this is the only option? Can I have some views and idea's please. What about if I could change the glass shelving to wood??
