Removing Plastic Film Covering an Air Vent?

I moved into my house quite recently and there is an air vent behind my bed with a louvre vent cover and a plastic film sheet over the vent cover. I'm not sure how long ago the film cover was fitted, but every time the wind blows it seems to suck in the film cover so that it slaps against the plastic and makes an audible sound that has been keeping me up all night whenever it is windy. Any tips for improving this? Would maybe poking a hole in it work or should I just remove it altogether? I don't really mind cold air getting in as long as the noise stops!
