rendering

Please help i have a brick gable wall to render a small patch under the window is already rendered with a slightly textured finish which is painted(a bit like it was done with a terrroline flicker).
Do i pva the painted area, or should i just soak it. As i am going to on the rest of the brickwork before applying scratchcoat
