renovating a staircase

Hi, i live in a victorian terrace - 3 floors. Think its the original staircase? It has been painted on the edges and most vertical surfaces. What is the best way to remove the paint? tried scrapping and sanding and using natural stripper. None with great effect. Don't really want to use nitromors or similar.
Any suggestions? (have had some success with electric plane but problems with it being too big)

Planing down the surfaces back to bare wood can weaken the staircase. Have you had a look here https://www.diydoctor.org.uk/projects/paintstrip.htm
Paint stripper is the only practical solution followed by sandpaper/wire wool.
