Repainting Gloss Over Gloss on Wooden Boards

Hi. I have gloss painted wooden boards on my kitchen ceiling and I need to repaint them. The old paint is sound but I suspect it will be greasy so I am sure I will need to clean it of first. Would simple detergent and water be OK or would sugar soap be the way to go? Secondly, should I use undercoat or can I paint straight over the old paint with the new gloss? I realise I will have to sand it first. Thanks in advance.
