replacement central heating system no gas supply

my son has not long been in his one-bedroom flat only to find that his central heating system has failed, tank leaking badly. I have agreed to help him pay for a new system. there is no gas supply to the apartment block what can we do?

install an electric boiler or transco will charge a fortune to run gas to the flat.
