Require Info on Fitting a Room Thermostat as Don't Have one at Present

Hi all,

Hopefully someone will answer and help me.

Boiler = Vaillant Thermocompact fitted around 2003
Controller = Honeywell ST6400c two of, one for downstairs heating and hot water. The other for upstairs heating.

Recently moved into this house, all radiators have TRVs on them, to my surprise there was no room thermostat anywhere in the house, I quickly realised that the boiler just runs constantly ( confirmed with the first months gas usage!!)

My thoughts are to fit something either to the boiler or the programmers that I can control the temperature with, ideally a room thermostat. it has two zones of heating, not essential to keep them.
Would like a phone control option if possible.

I appreciate the system is old but don't fancy changing everything just yet.

The boiler is in the garage and the programmers are in the house
