resiting a staircase

I have an original staircase that leads into the attic, in order to provide more usable floor space in the attic I want to resite the original staircase.

Firstly do I need planning permission?
Secondly, I will have to cut through an existing floor joist, am I allowed to do this?

Please get advice from a structural engineer or at worse a good recommended knowledgeable builder!!
