Rippled Vinyl or Lino Flooring - How to Repair?

Hi we had our dining room carpet replaced with some vinyl/lino flooring a while ago and around the area of my pc the flooring has started to ripple where my casters on my chair have been rolling over a certain area - please see attached images. Does anyone know how I can fix this? As the ripple is near two edges (the top of a raised step and a wall), can I just remove everything that's on top of the flooring, stretch it out and cut off the excess? if so, what's the best thing to use to cut the flooring?

Any help would be appreciated.

If you are able to stretch it then you can try it once then make use of utility knife to cut it down. But I don't think you will be able to do that, the only option is to replace the flooring.
