I wnt to fit a TH147E room stat to a Potterton Performa 24 ECO HE Boiler. The information on the stat says 5A[resistive] 0.95A[inductive] The boiler has a 3amp fuse. What rating of cable do i need to use?

This thermostat is battery powered so the wiring will only involve the boiler switching circuit. Remember the control circuit in the Performa 24 ECO is 240 volt so the cable should be 3-core 1.00mm with the earth wire connected at the boiler.
