Should New Vinyl Sheet Flooring be Loose Laid or Stuck Down?

Should newly laid foam backed vinyl sheet flooring be stuck down with double sided tape at the perimeters or just at doorways and allowed to "float" elsewhere?

This is a domestic situation.

Any advice welcomed.
