Should PVA be dry?

Hi,
I have a plasterer coming this afternoon to PVA over some artex walls before plastering tomorrow. My partner though that the PVA should be tacky and not dry but looking at the other posts it seems to vary with the material. Is it OK to let the PVA dry fully before plastering?

Dry PVA is fine on artex.
