siting of overflow pipe

hi, wonder if anyone can help me ref the rules and regs governing the siting of a bathroom overflow pipe. are you allowed to place the pipe so that when it does overflow the water falls onto the property next door? i have just discovered a pipe coming out of next door which would allow water to pour onto my pathway.
