Soil Pipe Conundrum

I have a victorian terrace house which I am renovating. The house originally had the only toilet at the ground floor rear of the house where the man hole is currently located (in the garden). I am installing three new toilets - one on each of the 3 floors and located either in the centre of the house or at the front of the house. I am keen not to have a sealed manhole within the house and would prefer to locate a new manhole in the front garden and run an independent soil pipe from each toilet to a 3-way connector beneath thereby avoiding Building Control stipulating that I need a sealed manhole or rodding point within the house.

Is this a reasonable strategy??!! Can I expect Building Control to give me the green light??
