Soil Stack Removal and Replacement With 2 Inch Pipe?

Would it be possible to remove the four inch Soil Stack Vent Pipe and replace it with a two inch pipe. The vent pipe vents the toilet, the sink and wash basin. Would there be a problem with Building Regs?

no you cannot reduce the pipe that much

Sorry, I was referring to the soil stack vent pipe. I seemed to miss that out on the title.

I notice that I did not make it clear in the title that it is the vent pipe on the soil stack I am referring to.

welsh brickie is correct.
Why not tell us what you are trying to achieve. There may well be other ways of sorting the problem.
