Spanish Holiday home flood damage/rising damp?

Buying a lovely newbuild in Spain. Unfortunately before we have completed disaster with a faulty dishwsher flooding entire property for 5 weeks. (with just a trickle of water) This was 18 months ago. Bought a dehumidifier which we have on 24/7 when we visit, Air/con also helps I believe.

Some properties in our street also have damp probkems though and we cannot tell whether our ongoing rising damp is as a result of the flood or another problem. The builders are not being cooperative and we do not know what to do next. We cannot let the property in its present state. Although it does not feel damp any more (very hot area)

Should we wait longer for walls to dry out or should we lambast the builders using other clients as an example of poor damp proofing. Any professional out there want a free weeks holiday to have a look for us!. It really is a lovely single story villa with own pool and in all other repsects well finished.
